Pharmac seeks proposals for funding internal condoms and lubricant
Pharmac is asking suppliers for commercial proposals for the supply of internal condoms and water-based lubricant. This process isn’t a guarantee that these products will be funded, but it is the next step in our process towards a funding proposal that we can publicly consult on.
These products would help people have safe sex by protecting against sexually transmitted infections and unintended pregnancy.
Internal condoms provide a barrier that stops sperm and infections passing between people when they have sex.
Water-based lubricant is a liquid or gel used to reduce the likelihood of condoms breaking.
If funded through this process, internal condoms could be accessed by anyone with a prescription from their health care professional. If water-based lubricant was funded, it would be available with a prescription for condoms.

A Request for Proposal (RFP) is a stage in government procurement that asks suppliers to signal their interest in supplying a specific product. The outcome of this procurement process depends on the proposals we receive.
Suppliers need to submit their proposals by 31 January 2025, and we plan to evaluate the proposals in the months following this. As the work progresses, we’ll share more information. We would publicly consult before deciding whether to fund these products.

Starting this funding process has been enabled by the Government’s additional funding to Pharmac announced in June.

RFP documents
This request for proposals (RFP) document incorporates the following schedules:
Schedule 1 specifies:
- the products we are requesting proposals for;
- the background to the RFP; and
- the types of proposals sought.
Schedule 2 describes the process that Pharmac expects to follow in relation to the RFP;
Schedule 3 sets out information about the estimated size of the forecast subsidised market for the products; and
Schedule 4 contains the RFP form in which you are to provide details of your proposal.

If you wish to submit a proposal, you mustsubmit it to Pharmac via the Government Electronic Tenders Service (GETS)(external link) no later than 12.00 p.m. on 31 January 2025.
