Proposal to list medical devices supplied by Diagnostica Stago Pty Ltd

What we’re proposing

Pharmac is seeking feedback on a proposal to list medical devices in the Laboratory equipment and consumables and Point of Care Testing equipment and consumables categories supplied by Diagnostica Stago Pty Ltd (“Stago”) in Part III of Section H of the Pharmaceutical Schedule from 1 October 2024.

Consultation closes at 4 pm on Thursday, 25 July 2024 and feedback can be emailed to peter.mansell@pharmac.govt.nz.

What would the effect be?

From 1 October 2024, medical devices supplied by Stago in the above listed categories would be listed under a proposed national agreement for all Health New Zealand | Te Whatu Ora (“Health NZ”) hospitals to purchase under, subject to consultation and approval by Pharmac’s board or delegate (“Agreement”).

The Agreement would not be for sole supply and Health NZ hospitals can continue to purchase other suppliers’ brands of Laboratory equipment and consumables category and Point of Care Testing equipment and consumables.

The Agreement would supersede any existing Health NZ agreements with Stago for the medical devices included in the Agreement. Any medical device listed in the Agreement and purchased by Health NZ would be in accordance with the terms and conditions, including price, stated in the Agreement effective from the date of listing on the Pharmaceutical Schedule.

Pricing for the medical devices in the Agreement, subject to any prior termination of the Agreement, would not be increased without prior consultation and approval by Pharmac.

About the medical devices

Laboratory equipment and consumables

The Laboratory equipment and consumables category includes medical devices used in the collection, receipt, preparation and analysis of human biological material for the purpose of supporting patient diagnosis, management and treatment.

Point of Care Testing equipment and consumables

The Point of Care Testing equipment and consumables category relates to the analysis of clinical specimens to provide medical test results near to the patient or at the site of patient care. Point of care testing may be performed by multiple users including but not limited to clinical staff. It has an important role in providing a rapid test result near to the patient which can be used for diagnosis or monitoring a treatment response and may be acted upon quickly to provide effective, quality patient care.

Why we’re proposing this

In September 2018 Pharmac issued a Request for Proposals (“RFP”) for the supply of Laboratory equipment and consumables.

In April 2021 Pharmac issued a Registration of Interest (“ROI”) for supply of Point of Care Testing equipment and consumables. New Zealand Health Partnerships ("NZHP") has previously released RFP processes from suppliers for listing Point of Care Testing equipment and consumables on the Pharmaceutical Schedule.

Both the RFP and ROI were for non-exclusive national agreements for listing on the Pharmaceutical Schedule.

Pharmac has been working with suppliers who responded to the processes, and proposals were progressed to contract negotiation, to seek provisional agreements.

We expect to consult on further provisional agreements with suppliers of Laboratory equipment and consumables and Point of Care Testing equipment and consumables throughout 2024.

Details about our proposal

Pharmac has entered into a provisional agreement with Stago for the supply of Laboratory equipment and consumables and Point of Care Testing equipment and consumables.

The proposal would result in Pharmaceutical Schedule listings for 137 Laboratory equipment and consumables and the Point of Care Testing equipment products being listed on the Pharmaceutical Schedule from 1 October 2024, as follows:
