We are pleased to announce the approval of individual listing agreements with Device Technologies, Medipak Surgical NZ and Draeger New Zealand for the supply of medical devices to DHB Hospitals.

What we’re doing

We are pleased to announce the approval of individual listing Agreements with three suppliers for the supply of medical devices to DHB Hospitals as follows:

Any changes to the original proposal?

This decision was subject to consultation letters dated 25 July 2018 and 13 August 2018.

In response to consultation feedback received, PHARMAC and Medipak renegotiated specific terms and conditions of the proposed agreement. No changes were made to the Device Technologies or Draeger listing agreements as a result of consultation feedback.

Detail about this decision

In 2017 PHARMAC issued Requests for Proposals (“RFPs”) for Respiratory Care Products and Anaesthesia Products. These RFPs were for non-exclusive national agreements for listing in the Pharmaceutical Schedule.

After completing the RFP evaluation processes and consulting on the provisional Agreements reached with Device Technologies, Medipak and Draeger, PHARMAC has decided to list ranges of their medical devices in Part III of Section H of the Pharmaceutical Schedule.

The medical devices listed under these national agreements will be available on PHARMAC's website from 1 October 2018, in both a PDF document and an Excel spreadsheet.

DHB hospitals would continue to be able to choose which Anaesthesia Products and Respiratory Care Products they purchase, however would need to use these agreements should they choose to purchase Device Technologies, Medipak or Draeger medical devices listed in the Pharmaceutical Schedule, effective from 1 October 2018.  

All three companies have some products that are new to New Zealand DHBs and the Agreements would provide an increased range of devices from which clinicians could choose.

Pricing for the Anaesthesia Products and Respiratory Care Products, subject to any prior termination of the Agreements, would not be increased without prior consultation and approval by PHARMAC.

Device Technologies, Medipak and Draeger will provide training and education services that will be tailored to suit the needs of individual DHBs in formats and at times as required by DHBs.

We intend to consult on proposed agreements for Anaesthesia Products and Respiratory Care Products with additional suppliers over the next few months.

All consultation responses received were considered in their entirety in making a decision to approve the Device Technologies, Medipak and Draeger provisional Agreements.

A summary of the main themes raised in feedback and our responses to the feedback received are set out below:

Feedback that no technical or resource impacts are expected as a result of the proposal. Noted.
Feedback from one DHB regarding the proposed minimum shelf life of medical devices at time of delivery. PHARMAC renegotiated the shelf life of medical devices at the time of delivery with Medipak.
Feedback that the respondents do not have a good understanding of the merits of many of the proposed products and are not in a position to form a judgement on the products or to know whether there are better products that would be preferable to include. Noted.
