Proposal to list a range of sterilisation packaging products and associated consumables supplied by Ivoclar Vivadent Limited

PHARMAC is seeking feedback on a proposal to list a range of sterilisation packaging products and associated consumables supplied by Ivoclar Vivadent Limited (“Ivoclar”) in Part III of Section H of the Pharmaceutical Schedule from 1 September 2016. The proposal is subject to approval by the PHARMAC Board or its delegate following this consultation.

In summary this proposal would result in 7 sterilisation pouches which are already supplied to DHBs, being supplied under a proposed national agreement with Ivoclar, that all DHBs may purchase under. This agreement is not a sole supply agreement, and DHBs may continue to purchase other suppliers’ brands of sterilisation pouches.

The Ivoclar sterilisation pouches will be sold to DHBs for dental equipment sterilisation purposes only.

The exact product ranges and pricing in this proposal has not been included in this consultation for brevity, however we are making it available to Procurement Departments at DHBs.  The brand range of the sterilisation pouches is Defend.

PHARMAC estimates that the proposal would offer small savings (less than $1,000 per annum), based on current usage. Pricing for the sterilisation packaging products in the agreement, subject to any prior termination of the agreement, would not be increased before 1 September 2019. The PHARMAC Agreement would supersede any existing DHB contracts with Ivoclar for the devices listed in Schedule One of the Agreement. This would mean a product purchased by a DHB that is listed in the Agreement would have to be purchased at the Price as stated in the Agreement, effective from the date of listing on the Pharmaceutical Schedule. Sterilisation pouches not listed on the Pharmaceutical Schedule may still be purchased by DHBs, and DHBs would be under no obligation to purchase sterilisation pouches from Ivoclar.

Ivoclar will provide educational services that will be tailored to suit the needs of individual DHB Hospitals in format and time as required by DHB Hospitals.PHARMAC is seeking agreements for the supply of sterilisation packaging products and associated consumables with 10 suppliers. To date, PHARMAC has entered into eight agreements for this product category, so this consultation brings us to nine out of a potential ten contracts. Subject to negotiations we expect to consult on the remaining potential agreement over the next few months.
