Proposal to list a range of sterilisation packaging products and associated consumables - supplied by Halyard Australia Pty Limited, BSN Medical Limited and REM SYSTEMS Limited

PHARMAC is seeking feedback on a proposal to list a range of sterilisation packaging products and associated consumables supplied by Halyard Australia Pty Limited (“Halyard”), BSN Medical Ltd (“BSN”) and REM SYSTEMS Limited (“REM SYSTEMS”) in Part III of Section H of the Pharmaceutical Schedule from 1 July 2016.

The proposal is subject to approval by the PHARMAC Board or its delegate following this consultation.

In summary these proposals would result in:

  • A total of 105 sterilisation packaging products and associated consumables being supplied by Halyard, BSN and REM SYSTEMS under individual proposed national agreements that all DHBs may purchase under, subject to consultation and approval.
    • Halyard – 32 products (sterilisation wrap, transport trays and tray liners)
    • BSN - 27 products (sterilisation wrap, transport trays and tray liners)
    • REM SYSTEMS – 46 products (sterilisation wrap, transport trays and tray liners)
  • Halyard, BSN and REM SYSTEMS providing educational services that will be tailored to suit the needs of individual DHB Hospitals in format and time as required by DHB Hospitals

The Halyard products are currently purchased by all DHBs. The BSN and REM SYSTEMS products are new to the DHB market. The Halyard proposal offers national savings to DHBs of $914,000 per annum, based on current usage of products. National savings of a similar magnitude would be realised if DHBs choose to take up the new BSN and/or REM SYSTEMS products.

Pricing for products in the Halyard and BSN Agreements, subject to any prior termination of the Agreements, would not be increased before 1 July 2019. Pricing for products in the REM SYSTEMS Agreement would be subject to an annual exchange rate review, occurring on the anniversary of the listing date.

The PHARMAC Agreement would supersede any existing DHB contracts with Halyard, BSN and REM SYSTEMS for the devices listed in Schedule One of the individual Agreements. This would mean a device purchased by a DHB that is listed in a PHARMAC Agreement would have to be purchased at the Price as stated in the Agreement, effective from the date of listing on the Pharmaceutical Schedule.

Sterilisation packaging products and associated consumables not listed on the Pharmaceutical Schedule may still be purchased by DHBs, and DHBs wound be under no obligation to purchase devices from Halyard, BSN or REM SYSTEMS.

PHARMAC is seeking agreements for the supply of sterilisation packaging products and associated consumables with 10 suppliers. To date, PHARMAC has consulted on five provisional agreements for this product category, so this consultation brings us to eight out of a potential ten contracts. Subject to negotiations we expect to consult on the remaining potential agreements over the next few months.

PHARMAC has entered into individual provisional agreements with Halyard, BSN and REM SYSTEMS for a range of sterilisation packaging products and associated consumables. The exact product ranges and pricing in these proposals has not been included in this consultation for brevity, however we are making it available to Procurement Departments at DHBs.
